The Spencer County Fiscal Court voted on Nov. 6 to reject all bids for the county garbage-collection contract and to rebid the procurement, officials said.
County Judge Executive John Riley opened the special called meeting, held by live video teleconference under the recently enacted Senate Bill 150 addressing remote meetings during the COVID-19 emergency. Clerk Lynn Hesselbrock reported a quorum: Esq. Brewer, Esq. Beaverson, Judge John Riley and Esq. Travis were present; Esq. J. Moody and Esq. M. Moody were absent.
Esq. Travis moved "to abide by the recommendation of the solid waste committee to reject all bids received for garbage collection and rebid the contract again," and Esq. Brewer seconded the motion. The court recorded ayes from Esq. Beaverson, Judge Riley, Esq. Travis and Esq. Brewer; the motion carried.
After the procurement motion, Esq. Beaverson moved to adjourn and Esq. Travis seconded. The court again recorded ayes from the same four members and adjourned the meeting at 9:43 a.m.
The meeting notice states the teleconference format was used in response to the COVID-19 public-health emergency and under Senate Bill 150. The record provided did not include details of the original bids, bidders’ identities, the reason the solid waste committee recommended rejecting the bids, or a timeline for the rebid.
Next steps: the court approved rebidding the county garbage-collection contract; the transcript did not specify staff assignments or dates for issuing a new solicitation.
