Spencer County approves animal removal contract by split vote and buys EMS manikins

Spencer County Fiscal Court on Jan. 19 authorized a monthly animal removal agreement with Conboy Enterprises LLC (operating as Countryside Industries) and approved training equipment purchases for county EMS.
The animal‑removal contract will operate month‑to‑month with a 30‑day written cancellation provision. Under the agreement the company will remove and dispose of livestock, including horses, cattle, sheep, swine and other agricultural animals, excluding commercial facilities such as veterinary clinics or stockyards. The contract sets a charge of $100 per animal and requires the owner to place an animal in an easily accessible, solid‑surface area for pickup. The motion to authorize the Judge to sign the contract carried with ayes from Esq. M. Moody, Esq. Beaverson, Judge John Riley and Esq. Travis, and nays from Esq. J. Moody and Esq. Brewer.
On EMS equipment, EMS/EM Director Chris Limpp said the county's donated adult manikin was about 15 years old and asked to replace it. The court approved purchase of an adult ALS Trainer Full Body Manikin (listed price $4,159.99) and an ALS Pediatric Trainer Manikin ($999.99) from Simulaids, Inc., at a combined cost of $5,200.
Clerk Lynn Hesselbrock also presented the jailer quarterly report during the meeting; the jailer reported 102 transports for the quarter and itemized fuel and housing contract costs (e.g., Shelby County housing $26,565.92).
