The court voted to adopt Luther Swan Road into the county road system, formally recognizing the road’s verified length of 1,162 feet (0.22 miles) and incorporating historical paperwork dating to 1983. Magistrate Jim Travis moved to adopt the ordinance and Magistrate Tim Brewer seconded; the motion carried with Magistrates Brewer, Beaverson, Judge John Riley and Travis voting yes, Magistrate M. Moody voting no and Magistrate J. Moody absent.
The court also authorized advertising sealed bids for FEMA DR-4361 flood repairs at multiple sites on Brashear’s Creek Road, East River Road and Little Mount Church Road. The project scope includes excavation, slope stabilization, modular block walls, cribbing, fill and paving; Qk4, Inc. is listed as the engineer of record. The motion to advertise was made by Esq. Beaverson, seconded by Esq. Travis, and passed with all members present voting aye except J. Moody, who was absent.
On a separate fiscal matter, the court approved proceeding with a commercial appraisal of the office building at 81 Main Street with the owner agreeing to pay the appraisal cost. Magistrate Travis had outlined purchase and lease options for the property, which include a $425,000 purchase price or a $4,000-per-month lease. The motion to obtain an owner-funded appraisal passed on a 3–2 roll-call vote (ayes: Riley, Travis, Brewer; nays: M. Moody and Beaverson; J. Moody absent).
Personnel votes included elimination of the fleet mechanic position after the incumbent did not return; the court approved the elimination by unanimous roll-call vote of members present (J. Moody absent). The court also retroactively approved hiring James Evans to the Road Department effective Feb. 19, 2021 at $14 per hour.
The court approved a package of smaller procurements and facilities items: purchase of a refurbished KYOCERA 4002i copier for the Planning & Zoning office ($2,250), up to $300 for security cameras at Ray Jewell Park, and installation of carpet tiles in the fiscal court meeting room from Sam Kinnard ($4,483.50). The clerk’s invoices and transfers in the finance register were also approved by roll call.
Several items were presented for information without final action, including a 2021–22 jail budget presentation and an election-equipment demonstration from Harp Enterprises.
