Spencer County waives design rules for Little Elk Road bridge, authorizes road aid resolution and FEMA repair bids

Spencer County Fiscal Court approved several transportation and infrastructure actions at its April 19 meeting, including a design waiver for a county bridge replacement and multiple steps to secure state and federal road funding.
Qk4 engineer Jeremiah Littleton told the court that available state 80/20 funds would not cover the county’s standard 24-foot deck recommendation. He told the court his engineering recommendation was to build a wider span with a narrower driving deck to mitigate high-water issues: "It is my engineering recommendation that we provide a bigger span and a narrower bridge for the ultimate safety of the residents of Little Elk, rather than their convenience of a 2 lane bridge." The court voted to waive the county’s deck-width and guardrail requirements and proceed with a roughly 12-foot deck and a 40-foot span; under the available funding the county’s share was estimated at about $40,000.
Separately the court approved a resolution enabling Spencer County to participate in the Kentucky Transportation Cabinet County Road Aid Cooperative Program for FY2022. The packet lists an estimated county apportionment of $865,464.36 for the fiscal year and explains the cooperative-program mechanism, including a 3% emergency fund carve-out and distribution rules under state statute. The court also authorized using rural-secondary 'flex funds' (planning estimate $128,981) for county road work.
For flood-damage repairs the court approved advertising sealed bids for FEMA-funded work on Delta, Edmondson, Wilder, Houghlin and Roberts roads, and authorized a separate solicitation for FY2021–22 materials contracts (diesel, stone, asphalt emulsions, bituminous base and freight). The FEMA advertisement in the packet included prequalification requirements and a May 6 bid opening date; the county will accept sealed bids and handle virtual openings per the published schedule.
Magistrate Brett Beaverson initiated the process to discontinue the final 0.21 miles of John Henry Road after property owners on both sides agreed; the court voted to proceed with the discontinuance process (roll call recorded). Those actions, if implemented, will move forward through procurement and statutory notice processes.
