Spencer County directs judge to seek broadband expansion proposals using ARPA funds

Spencer County Fiscal Court voted on June 7 to direct the Judge/Executive to solicit proposals for county broadband expansion as a potential use of American Rescue Plan Act funds.
Magistrate Esq. Beaverson moved and Magistrate Esq. Brewer seconded a motion to have the Judge seek broadband proposals; the motion passed on a roll-call vote with four members voting in favor and two opposing. Judge Riley had asked magistrates to review model proposals from other counties; the Court discussed the need to better understand federal guidance on allowable ARPA uses and to compare approaches taken by other counties (packet materials included a sample from Warren County for reference).
During the discussion, members highlighted the importance of clarifying ARPA eligibility and timeline constraints before committing funds. The motion directed the judge’s office to request proposals and for interested magistrates to gather comparative research and bring recommendations to a future court meeting. The Court did not commit funds at this meeting and left final allocation and vendor selection to future action.
The vote moves the county toward a formal procurement phase for broadband planning and potential deployment; legal and funding eligibility questions will need including guidance from state or federal authorities prior to awarding any ARPA-funded contract.
