Court approves FEMA flood‑repair bids, authorizes Little Elk Road bridge bid

The Court voted to approve QK4’s recommendation and accept the low bidder pricing, noting that Spencer County’s 13% local share must be adjusted upward to reflect the higher bid.
In a related item QK4 recommended replacing the Little Elk Road bridge over Elk Creek after inspecting high-water damage and recommending a reduced-load posting; the engineering firm estimated a replacement bridge cost of approximately $249,600 and asked permission to advertise for construction bids with an alternate for modular block wall and approach work. The Court authorized release of the advertisement for bidders to replace the 40‑foot span and to bid roadway approaches as alternates. The solicitation packet requires KYTC prequalification or demonstrated similar experience, and contract bonding.
The Court’s approval moves both repair construction and the bridge replacement project into the procurement phase; federal reimbursement, project eligibility and the county local-match percentage will be reconciled as bids and FEMA guidance are finalized. QK4 and county staff will handle bid advertisement and subsequent contract-award actions.
