Spencer County switches EMS billing contract to EMS Consultants

The Spencer County Fiscal Court voted June 7 to end its ambulance billing contract with Elevos and contract with EMS Consultants for ambulance-billing services.
EM/EMS Director Chris Limpp presented the recommendation to change contractors. Magistrate Esq. Beaverson moved and Magistrate Esq. M. Moody seconded the motion to terminate the Elevos contract and contract with EMS Consultants; the motion passed by roll call with all members present voting "aye." The move followed a brief presentation of competing vendor materials submitted for the record.
Documents included an EMS Consultants service agreement listing contractor responsibilities (claims submission within three business days of receiving electronic files; Medicare/Medicaid electronic filing; denials appeal and resubmission; monthly reporting) and provider responsibilities (timely submission of records, maintenance of hardware to operate the billing software). The EMS Consultants proposal in the packet set a fee of 6.5% of funds collected; the contract includes provisions for HIPAA compliance, training, software licenses for ePCR, and termination-rights and remedies. The Court did not discuss payment detail or fee negotiation at length in the public record beyond approving the change.
Also included in the meeting materials were marketing and service proposals from other vendors (911 Billing Services and 911 Billing Services & Consultant, Inc.), with references and sample reports. The minutes record the formal order to "end the billing contract for EMS currently with Elevos and enter into a billing contract with EMS Consultants." The clerk’s packet includes the full contractor agreement and vendor marketing materials.
The change will require administrative follow-up from county staff to execute the new contract, ensure HIPAA business-associate arrangements are in place, and manage any transition of patient-account records. The Court did not vote on contract-specific amendments during the meeting; the motion authorized the change in vendor.
