Spencer County Fiscal Court authorized July 21 the Board of Elections to proceed with bids for new certified voting equipment, following a budget appropriation for election expenses.
Judge Executive John Riley reported the proposed FY2021–22 budget included $200,000 in line item 01‑5065‑737‑0 for election equipment. The court voted to authorize advertising for bids or to proceed under the state master agreement if the elections board recommends a vendor.
The meeting packet included detailed technical specifications for certified voting systems: precinct scanners that store digital ballot images, ballot‑marking devices that must be EAC‑certified and not require external 'smart cards' to activate ballot styles, support for full‑size ballot printing on 8.5x11 and 8.5x14 paper, integrated carrying cases, backup batteries and compatibility with existing Hart InterCivic equipment. The Board of Elections was asked to provide a letter of recommendation listing the number and specifications required for Fiscal Court to advertise or bypass competitive bidding if allowed by a state master agreement.
On a motion by Esq. Brewer, seconded by Esq. Beaverson, the court authorized the bid request; all members present voted Aye.
