Spencer County Fiscal Court voted July 19 to grant a 3% pay increase to county employees upon reaching their one‑year anniversary and to solicit bids to replace an aging ambulance.
On the pay policy, Magistrate Tim Brewer moved to approve the 3% raise for eligible employees; Magistrate Jim Travis seconded. The roll-call vote recorded all members present voting "aye" except Magistrate Brett Beaverson who abstained. The payroll packet and an included email from Judge John Riley clarified implementation: "Anyone who has not been here at least 1 year receives 0% increase," Riley wrote in a July 7 email included in the packet, and he noted the Court's action did not make the increases retroactive to the prior pay period.
EMS Director Chris Limpp had asked the Court to apply the raise to two employees approaching one‑year service dates (Michael Davis, start date 7/20/2020; Darylie Mills, start date 8/3/2020). Limpp also requested authority to advertise for bids to replace Med‑3, a 2014 Chevy ambulance. In his written recommendation, Limpp specified "a 2021 or 2022 Ford F450 4x4 gas cab and chassis with 7.3 gasoline engine, liquid spring suspension, and 153‑inch box" to match Med‑1 size and to replace the older unit. The Court approved advertising for those bids; the motion to seek bids for the replacement ambulance passed unanimously.
The minutes record that the Court approved the pay‑policy motion "effective the first pay period following their one year anniversary of their employment." Payroll administration details and the list of ineligible employees (those with less than one year) were included in the meeting packet and are part of the official record.
What happens next: Human resources and payroll staff will implement the raises as described; EMS will publish bid specifications and return with proposals for vehicle selection and procurement.
