Eric Bean of engineering firm QK4 told the court the apparent low bids made Todd Johnson Contracting the recommended contractor for both East River Road bridge replacement and Little Crooked Creek flood repairs. The court moved to accept the recommendation; on a motion by Esq. Beaverson and second by Esq. Travis, members present voted unanimously to award both jobs to Todd Johnson Contracting.
Meeting records attached to the agenda show the low bid for Little Crooked Creek at $125,515.91 and the East River Road low bid at $276,126.60, both below FEMA’s initial estimates. Eric Bean said he had spoken with the low‑bid contractor and that the bidder confirmed it understood the scope and was comfortable proceeding with contract execution.
The court also discussed matching percentages for FEMA mitigation grants (reported by EMS/EM Director Chris Limpp as 75% federal, 12% state, 13% local), and Mr. Bean indicated the county could proceed with contract awards subject to the usual contract administration steps.
