Spencer County Fiscal Court approves multiple operational purchases, personnel changes and maintenance projects

Spencer County Fiscal Court approved a package of operational and administrative actions at its Sept. 8 meeting, covering facility maintenance, election equipment, EMS infrastructure, security upgrades, and personnel matters.
County Clerk: Clerk Lynn Hesselbrock requested replacement of carpet with hard flooring and repainting of the Clerk’s office. After consideration of three bids, the court approved KLS Renovations to perform both painting and flooring at a cost of $9,216.18; the vote was 4–2 (ayes: Esqs. Beaverson, Travis, Brewer and J. Moody; nays: Judge Riley and Esq. M. Moody). The clerk also received approval to purchase a locking charging cabinet for E-pollbooks (approximate cost $1,100; motion passed unanimously) to securely store and charge devices used during elections.
EMS and facilities: The court approved a Ky.Tech quote ($3,998.02) to add data drops and wiring at the EMS building, including a 24-port managed PoE switch. The Annex exterior painting was awarded to Country Boy (handyman) for $1,400; Rumpke dumpster lease and other facilities service contracts were handled in the routine invoice approvals.
Animal Control and equipment: Animal Control reported receipt of a new Ford Explorer to replace a Tahoe (old vehicle sale noted). Director Nick Wilkerson recommended hiring Victoria Shelburne as a full-time Animal Control Officer ($14/hr) contingent on a background check; minutes state she had already been hired pending review. The court approved an A/C repair on an Animal Control F-350 and earlier voted to cancel a previously-authorized Transit van purchase and to rescind authorization to purchase a used hearse for the coroner (cancellation vote carried 4–2).
Security and audit: Because the county switched to VOIP, the court approved purchase of cell communicator devices and monitoring from C&H Security ($400 per device, $20/month monitoring) to restore alarm functionality in courthouse offices. The court also selected Patrick & Associates to perform the FY2021 audit (see separate article).
Invoices and transfers: The court approved a full batch of invoices, transfers and routine payments as recorded in the meeting packet’s register. The meeting adjourned at 11:23 a.m.
These operational approvals will be implemented by the county clerk, EMS director, maintenance staff and Treasurer’s Office according to vendor quotes and department schedules.
