Spencer County signs CDBG grant forms, adopts Fair Housing resolution and procurement code for utility-assistance project
Summary

Spencer County Fiscal Court approved multiple CDBG-related documents Sept. 8 in preparation for a CDBG utility assistance project.
The court voted to authorize the County Judge Executive to sign a Fair Housing resolution that affirms the county’s commitment to equal housing opportunity and to publicize Fair Housing rights and responsibilities under federal law. The judge also signed the Guideform Residential Anti-displacement and Relocation Assistance Plan required under Section 104(d) of the Housing and Community Development Act; the plan states the county will replace any low/moderate-income dwelling units demolished or converted as a direct result of CDBG-assisted activities and provides a certification that there will be no relocations as a result of the Spencer County CDBG-CV Utility Assistance Project.
Separately, the court adopted a CDBG Procurement Code (Project 20C-092) setting procurement methods and thresholds, bid advertising requirements, documentation standards, conflict-of-interest and code-of-conduct rules, Section 3 compliance obligations, and penalties for violations. The procurement code clarifies small-purchase procedures, competitive sealed bidding and competitive negotiation rules and designates when non-competitive negotiation (sole source) is permitted with Department of Local Government pre-approval.
All three items were approved by voice vote; the minutes record motions and unanimous consent where indicated. The procurement code will govern purchases for the CDBG/utility assistance project and requires documentation of bid processes and conflict-of-interest safeguards.
