Simpson County, Franklin review Community Park master plan findings; LOSE Design to produce drawings

Parks Director Lisa Deavers told the joint Simpson County Fiscal Court and Franklin City Commission meeting on Oct. 18 that step one of the Jim Roberts Community Park Master Plan, based on public findings dated Oct. 7, 2022, is complete. Deavers said the Parks Board will use both quantitative and qualitative feedback from in‑person meetings and an online Q&A to craft priorities, including parking, congested areas, safe routes to the park and build‑ability constraints because much of the park sits on a landfill.
Deavers said the Community Park master plan will coordinate with Lincoln Park's master plan (completed by REACH last year) and will include both short‑term and long‑term goals, some of which may extend as far as 20 years. LOSE Design has been engaged to render design drawings the Parks Board will present to both the City of Franklin and Simpson County for joint funding and consideration. Judge Barnes commended the City on negotiating a contract with Kentucky Downs to provide funding for park capital improvements; the joint session record shows no formal vote or appropriation at this meeting.
No action was taken by the City Commission or the Fiscal Court during the joint session to commit county or city funds for the master plan's projects. The Parks Board is expected to continue planning work and to present design drawings to city and county officials once prepared.
