Simpson County fiscal court confirms appointments, adopts budgets and committee structure, and backs business expansion

The Simpson County Fiscal Court on Jan. 3 confirmed reappointments and statutory appointments, approved operating budgets and committee assignments, and authorized a letter supporting a business expansion application.
Pursuant to KRS 67.710(7) the court reappointed a slate of county employees to terms not to exceed four years. Judge-Executive Mason Barnes announced by Executive Order 2023-01-03 his appointments of Pam Rohrs as Executive Secretary and Deputy Judge Executive and Michelle Henderson as Finance Officer; the court acknowledged those appointments. The court also approved Pam Rohrs as Fiscal Court Clerk (KRS 67.120); Bobby Groves was appointed Road Supervisor (KRS 179.020); Robert Palmer and Adam Wilshire were appointed Simpson County Emergency Management Director and Deputy Director (KRS 398.020). All personnel motions passed unanimously.
The court approved standing committee assignments (Transportation & Equipment; Facilities; Insurance & Employee Benefits; Budget & Finance) and agreed magistrates should initiate monthly committee meetings and submit documentation to the county treasurer to enable the KRS 64.530 $200 monthly payment for committee service.
On finance matters the court accepted the 2023 Simpson County Sheriff’s budget at $2,610,389 and set the maximum amount for sheriff deputies and assistants at $1,977,837. The court accepted the 2023 Simpson County Clerk’s budget at $6,347,493 and set the deputies’ and assistants’ maximum at $421,320. The court approved a $5,711.63 cash transfer from the Federal Grant Fund to the General Fund, a $1,500 internal budget transfer (insurance bonds from transfer reserve), and approved bills and claims as read into the record.
Judge Barnes reminded members of local training opportunities; County Attorney Sam Phillips and Simpson County Sheriff Hopson reminded residents that 2022 property taxes could be paid in person at the sheriff’s office until 4:00 p.m. Sheriff Hopson reported that "94% of taxes have been collected." The court voted to go into executive session at 9:22 a.m. under KRS 61.810 for litigation and for discussions with a business about a proposal; it reconvened at 9:55 a.m. Following the executive session the court authorized Judge-Executive Barnes to sign a letter of support for a Kentucky Business Investment (KBI) application for an expanding industry in Simpson County. The court adjourned at 9:58 a.m.
