Simpson County Fiscal Court approves budget amendment, zoning change and development measures; resolution passes 4‑1

The court approved second reading and final passage of FY22/23 Budget Ordinance No. 220.249 Amendment No. 5. Magistrate Scott Poston moved the ordinance and Magistrate Myron Thurman seconded; the motion carried with recorded yes votes from Jeff Burr, Marty Chandler, Scott Poston, Myron Thurman and Judge/Executive Mason Barnes.
The court also approved Zone Change Ordinance No. 920.122, rezoning 23.36 acres southeast of I‑65 and KY‑585 (Gold City Road) in Franklin, Simpson County, from AG (Agricultural) to R‑1 (Single Family). The change was requested by Brock Perdue following a recommendation from the Franklin‑Simpson Planning and Zoning Commission; the motion was made by Magistrate Marty Chandler and seconded by Magistrate Myron Thurman and passed unanimously.
In a split vote, the court adopted Resolution No. 2023‑03‑21KPDI supporting an economic development application to the Kentucky Economic Development Cabinet for site preparation of a 50,000 square‑foot build‑ready pad on Reasonover Drive in the Wilkey North Industrial Park tied to an investment described in the materials as "over $505,000." The motion passed 4–1: Chandler, Barnes, Burr and Poston in favor, Thurman opposed.
The court voted to move forward with the lowest bid — Spum Architecture, PLLC — at a fixed rate of $110,000 for design work on a new Simpson County Clerk/PVA building (motion by Myron Thurman; second by Marty Chandler; unanimous approval).
The County also approved a set of interfund and line‑item budget transfers (items included amounts moved for the fire department, KSP contract funding and an $80,000 transfer for the economic development taxing district), accepted the County Clerk's 2022 fee settlement of $819.71 as presented by County Clerk Austin Johnson, and approved bills and claims as submitted (detailed vendor list recorded in the minutes).
What happens next: the economic development resolution will be part of the county’s application to the Kentucky Economic Development Cabinet; the county’s acceptance of the zoning change updates the local zoning map per the Planning and Zoning recommendation; the Spum Architecture contract advances design work for the Clerk/PVA facility.
