At its April 18 meeting, the Simpson County Fiscal Court and representatives of Simpson County Schools discussed a proposed interlocal agreement that would formalize the School Resource Officer (SRO) program across county government, the sheriff’s office, the City of Franklin and the Simpson County Board of Education. Simpson County Schools legal counsel Tim Crocker and Superintendent Tim Schlosser were present to answer questions and explain the need for a formal agreement so the school board can budget for SRO positions.
Court members reached consensus to change the draft agreement’s termination-notice requirement from 60 days to 90 days prior to Aug. 1 of a given year. The change was made to the document during the meeting, but members did not take official action to adopt the agreement at that time. The court did not set a vote or adoption date at the April 18 session.
Judge/Executive Mason Bames and magistrates indicated the chief purpose of the interlocal agreement is to clarify each party’s commitments so the school system can reliably budget for SRO staffing. The transcript notes this 2022–23 school year is the first year each of the five county schools had a full-time SRO but that the arrangement had operated without a formal interlocal agreement prior to the draft under discussion.
The matter will return to the court or to another meeting before any formal adoption is recorded; no binding action was recorded at this session.
