Fleming County Fiscal Court adopts 2020 tax rates, approves $859,298.99 budget amendment and multiple appointments

The Fleming County Fiscal Court met Sept. 8, 2020 at the Fleming County Courthouse and unanimously approved a slate of fiscal and administrative items, including adoption of the county's 2020 tax rates and a budget amendment totaling $859,298.99.
In a public hearing on the proposed tax rates, the court adopted Resolution 20-1312 following consideration; the vote was unanimous. County Treasurer Kathy Dryden presented financial reports for the month ended Aug. 31, 2020 showing total funds of $2,213,630.32, including General Fund $757,467.95 and Road Fund $802,499.40. The court also approved budget transfers as presented and noted there were no cash transfers.
On fiscal management, the court approved Ordinance 20-1312 on second reading, a budget amendment of $859,298.99, and authorized an agreement with Morgan and Associates for auditing services for $10,500 for the fiscal year ending 2019–2020. The court approved the claims and carry-in claims reports as presented.
The court handled several appointments and personnel items. Cole Clark was appointed to the Greater Fleming County Water Commission for a four-year term effective Sept. 1, 2020. Charles Berry was appointed and Johnny James was reappointed to the Fleming County Cemetery Board, both for terms beginning Sept. 21, 2020 and ending Sept. 21, 2024. Following the resignation of Toni Shields from the Fox Valley Recreation Park Board effective Aug. 26, 2020, Magistrate District Two's appointment of Dwayne Newsom to serve the remainder of that term (through Feb. 17, 2023) was approved. The court approved rehiring Robbie Carpenter as a seasonal Class 3 operator at $15.73 per hour (no benefits) effective Sept. 14, 2020 and set the Road Department Secretary/Solid Waste Coordinator rate at $15.50 per hour effective the Aug. 28, 2020 pay period.
The court approved a lease renewal with Kentucky Fish and Wildlife through June 30, 2022 and granted the County Judge/Executive authority to execute related documents. It also declared three road department items surplus for disposal (Inventory #0595 Plotter; #0598 PC; #0538 Time Clock) and approved County Road Maintenance Reports for August totaling $72,551.20.
The Fleming County Clerk's monthly report for August 2020 was approved. Clerk Jarrod Fritz discussed upcoming election voting options and delinquent and upcoming tax collections. The Fleming County Sheriff's monthly report for August 2020 was approved and the Sheriff's 2019 tax settlement was approved pending audit. Foxworthy introduced newly appointed Fleming County Jailer Jeffrey A. Harmon; there was no jailer report at the meeting.
All motions recorded in the minutes passed by unanimous vote. The court adjourned at 9:52 AM.
