Fleming County Fiscal Court approves budget amendment, tax rates, contracts and grants

At its Aug. 11 meeting the Fleming County Fiscal Court unanimously approved a budget amendment, kept 2020 tax rates unchanged from 2019, authorized several contracts and grant applications and approved CARES Act reimbursement for sheriff salaries.
The Fleming County Fiscal Court met Aug. 11, 2020 in Flemingsburg and unanimously approved a package of fiscal and operational measures, including a first reading of a budget amendment, several contract renewals and grant actions. County Judge/Executive Larry H. Foxworthy presided.
Treasurer Kathy Dryden presented month-end financial reports as of July 31, 2020 totaling $1,664,495.70 across funds, including General Fund $771,344.36, Road Fund $279,047.17, Jail Fund $74,283.85 and Capital Improvement Fund $305,620.90; the court approved the reports. The court also approved budget transfers and recorded a unanimous vote on the first reading of Ordinance 20-1312, a budget amendment totaling $859,298.99.
On personnel and contracts, the court approved the Annual Salary Order and the Road Department pay scale (effective 7/1/2020), renewed the RCS equipment maintenance agreement at $395 per month and renewed a tower-space lease with Altius at $250 per month. The court approved County Road Maintenance Reports for February, March and July 2020 showing totals of $66,598.92, $58,410.66 and $251,249.40 respectively.
The court set the 2020 personal property and real property tax rates unchanged at 16 cents per $100 of assessed value, kept motor vehicle and watercraft rates the same at 16 cents per $100, and set the Forest Fire tax rate at 2.5 cents per acre; each tax-rate motion was recorded as unanimously approved.
The court authorized filing a 2020 Litter Abatement grant application and gave the County Judge/Executive authority to sign necessary documents. The court also approved reimbursement to the Fleming County Sheriff of gross salaries from CARES Act funds the county received, totaling $73,016.80.
County Clerk Fritz told the court the delinquent property tax list will be published next week and reported the verification of signatures for a wet/dry petition is underway to determine whether the item will appear on the November ballot. Officials also discussed logistics for the November election, including precinct consolidation plans.
