At the Nov. 10, 2020 Fleming County Fiscal Court meeting, representatives of the county's volunteer fire departments distributed a proposal and draft ordinance asking that annual membership charges or subscriber dues be added to property tax bills for Fleming County property owners.
The proposal, which included a statement of support from all Fleming County volunteer fire departments, prompted discussion among Fiscal Court members about whether an opt-out provision should be included, how collection and distribution of dues would be handled, and whether the proposal could impose unfunded mandates on the volunteer departments themselves. The court discussed forming a local committee to review the drafted ordinance. The minutes record discussion but do not show a motion or vote on the ordinance at the Nov. 10 meeting.
