A facility service agreement with Mountain Time Management, LLC — described in the meeting as a medical cannabis operator — was approved 5–1, with Councilmember Byron Lewis voting no and Councilmember Lynn Johnson absent. A representative for Mountain Time Management told the council the operation is medical and “yes, they are selling to dispensaries that also sell recreationally.”
