The Snowflake Town Council on July 6 approved a Notice of Intent to enact fees under a proposed traffic-regulations ordinance intended to protect walking paths and future trails. The motion to approve the Notice of Intent passed 5-2; councilmembers Flake, Johnson L, Lewis, Cory Johnson and Brimhall voted in favor, while Ballard and Perkins opposed the measure.
Joe (town staff) presented the ordinance draft and a redline showing proposed revisions. Chief Martin said the ordinance "was designed to help with walking paths and trails for the future" and emphasized it is aimed at keeping motorized vehicle use off those paths; he also noted that unlicensed drivers on roadways are regulated by state statute, not town code. Opponents at the meeting said the fines could be too high; Ballard urged lower penalties, and Perkins suggested the council consider designated areas for motorized vehicles.
Council also voted unanimously to enter an intergovernmental agreement with the Arizona Department of Transportation under which ADOT will operate and maintain a traffic signal needed to advance a project with APS. Councilmember Johnson C moved the ADOT IGA approval and Ballard seconded the motion.
The Notice of Intent approves proceeding with fee-setting steps for the proposed ordinance; the ordinance itself and the specific fee schedule will require future formal action and adoption steps by the council.
