Joe Jarvis presented the proposal and said the Planning and Zoning Commission had recommended approval. An owner raised concerns about excess traffic on 9th S; in response, the developer arranged for a second egress to Main Street to divert traffic. Mayor Johnson asked about site drainage; council and staff noted the lot will be graded toward 9th S and discussed the addition of swale collection areas to address flooding risk.
Councilmember Kerry Ballard said traffic remained the main concern because the neighborhood lacks a separate egress. The developer, identified in the transcript as Wright, explained that the project could be built as 12 units without a special use permit but that the two additional units would help recoup engineering costs for the new egress. Wright said, “This is not designed to be low income, there are very nice units,” and added the property will be professionally managed and maintained. The council voted to approve the permit; the motion passed unanimously with Allison Perkins absent.
