Franklin County to seek Select Tennessee site-development grants for Moon property pad and access road

Franklin County's Industrial Development Board presented engineering findings and the commission voted Dec. 4 to seek state grant funding for two infrastructure projects at the county's Moon industrial property.
IDB chair Ben Boswell turned the presentation over to consultant Gene Seaton, who told the board the prior resistivity study completed by Terracon showed the sites are buildable and "no places on either Moon Property we cannot mitigate." Based on that review the IDB recommended two Select Tennessee Site Development Grant applications: a pad/infrastructure project at Site #9 (100,000 square feet; total cost not to exceed $500,000; 30 percent local match from the FCIDB) and a road-access improvement to Site #16 (total $308,250; county local match 30 percent, approximately $92,475).
The commission recorded motions to approve both applications and the match commitments. Resolution 8f-1217 authorizes the application for Site #9 and designates the Industrial Development Board match contribution; Resolution 8g-1217 authorizes the application for Site #16 and the local match. Both votes were unanimous (14-0).
County minutes and packet materials show next steps: the county will prepare the SDG applications, submit required engineering and cost documentation and, if awarded, proceed to procure construction and grading services. The minutes also record that the IDB previously reviewed bid and project concepts and recommended the county proceed with preparation of the grant applications.
Why it matters: Select Tennessee SDG awards improve marketability of industrial sites by funding site work such as grading, utilities and road access. County economic-development officials told the IDB and commission they viewed the Moon property projects as necessary to attract prospective employers to the industrial park.
What to watch: the county must provide the 30 percent local match and follow standard procurement procedures for any construction; the commission packet contains maps, cost estimates and the IDB's recommendation that the county move forward with applications.
