Commission adopts budget amendments, approves multi-year leases and vendor contracts

WINCHESTER — The Franklin County Board of Commissioners on Sept. 18 approved a series of fiscal resolutions and contract authorizations included on the meeting agenda.
Resolutions passed by the board included amendments to the General Fund and Library Fund budgets for fiscal year ending June 30, 2018 (Resolution 8a-0917), amendments to the Franklin County Board of Education budgets (8b-0917), and a Centralized Cafeteria Fund amendment (8c-0917). The board also approved resolutions authorizing several multi-year contracts: an online backup protection services contract for the Sheriff with KeepItSafe (8d-0917), a multi-year lease and maintenance agreement for postage equipment for the Register of Deeds with Pitney Bowes (8e-0917), and a contracted services agreement with Simplex Grinnell for fire alarm service (8f-0917). Votes were recorded as unanimous in the minutes where roll call was used (commonly 13-0), and as unanimous voice approvals in other instances.
Finance staff had presented revenue and expenditure reports for June and July 2017, as well as quarterly reports for the County General, Highway and Board of Education funds; the finance committee recommended receipt and filing and the commission voted 13-0 to receive and file.
Grant items: The commission approved two pre-application notifications: a Local Health Services grant (Health Department) and a Community Development Block Grant (CDBG) pre-application for a project tied to a Tennessee College of Applied Technology facility. Those pre-application approvals authorize staff to prepare and submit required grant paperwork.
Contracts and procurement details included in the meeting packet: The board authorized the County Finance Director to enter into the KeepItSafe contract for online backup services (not to exceed 36 months) for the Sheriff’s Office; to enter a Pitney Bowes multi-year mailing equipment lease (DM125 model) for the Register of Deeds with a term of up to 60 months; and to enter a multi-year Simplex Grinnell service agreement (up to five years) to maintain fire alarm systems at county facilities. The agenda packet included vendor proposals and service-level summaries for commissioner review.
What’s next: Staff will finalize contract documents and return executed agreements to the Finance Department for recordkeeping. The grants pre-application approvals allow staff to formally submit applications to the state and federal programs cited in the packet.
