Franklin County commission approves budget amendments, school proclamation and Solid Waste grant applications

The board approved multiple resolutions amending the General Fund and school budgets for the fiscal year ending June 30, 2017 (Resolutions 8a–8g and 8h–8j). The measures — including county fund adjustments and school budget amendments presented by Finance Director Andrea Smith and the Board of Education — passed by roll call where recorded, with recorded tallies noted in the minutes as 16–0 for those items.
Commission discussion included a question from Commissioner Iris Rudder about whether a proposed guideline should be elevated to a formal policy; Finance Director Andrea Smith said the county had tried a 2003 policy that did not work when funding was not available, and the board proceeded to vote. The board also approved a resolution affirming compliance with federal Title VI regulations (8k).
On the Solid Waste agenda, commissioners authorized two Department of Environment and Conservation (TDEC) grant pre-applications: a Recycling Equipment Grant (approximately $29,709 federal with a local match required) and a TDEC Used Oil Grant (up to $15,250, 100% funded). Solid Waste Director William Anderson told the board the county had been awarded the competitive recycling grant in its tier and planned to replace damaged cardboard and receiver bins; the used-oil grant will fund a transport trailer for consolidated collection. The commission approved both pre-applications on a motion by Commissioner Dave Van Buskirk and voice vote.
The board also confirmed personnel actions and appointments: reappointments to the Animal Control Board, reappointments to the Pavilion Board, appointment of Stuart Schuck to the Board of Zoning Appeals, and approval of 27 applicants for notary public on a roll-call vote. The meeting opened with the Pledge of Allegiance and the invocation and adjourned at 8:01 p.m.
What happens next: Approved grants will require the county to follow TDEC procurement and reporting rules, execute any necessary vendor contracts, and maintain equipment in county inventory. The finance and school budget amendments are effective as recorded and will appear in county and school fiscal reports.
