Dickson County Commission approves $190,000 hospital settlement, lease and fee changes; appoints Tiffany Dawson to E911 board

CHARLOTTE, Tenn. — The Dickson County Commission on April 19 approved a series of administrative actions, including a $190,000 settlement with Tristar Horizon Medical Center for outstanding medical transport charges, authorized a 60-month postage meter lease with Pitney Bowes, adopted updated ambulance service fees and appointed Tiffany Dawson to the county's E911 Board.
The meeting, presided over by County Mayor Bob Rial, opened at 7:00 P.M. The commission approved the March 15, 2021 minutes by unanimous voice vote before taking up appointments and resolutions.
In the meeting's most prominent vote, the commission authorized Resolution 04-2021-01 to enter into a settlement and release agreement with Tristar Horizon Medical Center for amounts due to the county from prior medical transports. The resolution specifies an agreed payment of $190,000. Commissioner Dwight McIllwain moved the resolution and Commissioner Carl Buckner seconded; the motion passed with eight ayes and one abstention (Commissioner Becky Spicer).
The minutes note that the county is not contracting with Tristar Horizon at this time in connection with the settlement.
The commission also approved Resolution 04-2021-02 to execute a 60-month lease with Pitney Bowes for postage meters and related services for three court offices and a postal security device at the administration building. Lease payments are listed at $57.33 per month for each of the three court meters (billed quarterly at $171.99) and $299.53 per month for the administration building device (billed quarterly at $898.59). The motion to approve the lease passed by unanimous voice vote.
Resolution 04-2021-03 authorizes the County Mayor to enter into a fire protection agreement with the City of Dickson related to a settlement involving Titan Partners, LLC and Buckeye Partners, L.P.; the commission approved that resolution unanimously.
The commission adopted Resolution 04-2021-04 to approve changes to the schedule of fees and charges for services provided by Dickson County Ambulance Service. The motion was moved by Commissioner Randy Simpkins and seconded by Commissioner Stacey Batey and carried by unanimous voice vote. The minutes record the change in fees but do not list itemized dollar amounts beyond referring to an updated schedule.
Commissioners also approved an appointment to the E911 Board: Tiffany Dawson was appointed to fill the unexpired term of Jimmy Mann. The minutes identify Dawson as the first female elected to the E911 Board; the appointment was approved by unanimous voice vote.
Clerk Luanne Greer presented a list of notaries for approval; the commission accepted the list by unanimous vote. Greer also announced a county and school budget meeting scheduled for May 3, 2021 at 6:00 P.M. and the next regular commission meeting on May 17, 2021 at 7:00 P.M. The meeting adjourned at 7:13 P.M.
