Dickson County Commission unanimously approves six resolutions, including $498,385 highway notes and $500,000 HOME grant application

The Dickson County Commission on May 17 unanimously adopted six resolutions that authorize financing and administrative steps across county services, including a $500,000 application to the Tennessee Housing Development Agency for HOME housing funds.
At the meeting in the Dickson County Courthouse, commissioners approved Resolution 05-2021-01 to contract with a third-party billing vendor for the county ambulance service. The motion was offered by Commissioner Randy Simpkins and seconded by Commissioner Stacey Batey; it passed by a unanimous voice vote.
The commission also adopted Resolution 05-2021-02, authorizing certain amendments to all county funds except those established for schools. Commissioner Danny Williams moved the motion and Commissioner Carl Buckner seconded; the measure passed unanimously.
Two borrowings for departmental capital needs were approved. Resolution 05-2021-03 authorizes issuance of interest-bearing Highway Department Capital Outlay Notes, Series 2021, not to exceed $498,385 to finance public works equipment; the motion was moved by Commissioner Danny Williams and seconded by Commissioner Johnnie Reed. Resolution 05-2021-04 authorizes interest-bearing Solid Waste Department Capital Outlay Notes, Series 2021, not to exceed $71,642 for Solid Waste equipment; that motion was moved by Commissioner Dwight McIllwain and seconded by Commissioner Stacey Batey. Both notes were approved by unanimous voice vote.
On housing, Resolution 05-2021-05 authorizes the county to apply for HOME grant funds through the Tennessee Housing Development Agency. The resolution states, “The County desires to apply for Home Grant funds in the amount of $500,000.00 to improve the housing in the County of Dickson.” Commissioner Jeff Eby moved the motion; Commissioner Becky Spicer seconded it and the commission approved it unanimously.
The commission also passed Resolution 05-2021-06 to request unclaimed account balances remitted to the State Treasurer under the Unclaimed Property Act. Commissioner Becky Spicer moved the measure and Commissioner Dwight McIllwain seconded; it passed by unanimous voice vote.
Procedural votes at the start of the meeting approved prior minutes (motion by Commissioner Dwight McIllwain, second by Commissioner Johnnie Reed) and several reappointments (motion by Commissioner Danny Williams, second by Commissioner Clayton Ellis). The commission approved a list of notaries submitted by County Clerk Luanne Greer and accepted the third-quarter financial reports for school funds and for all other county funds.
All votes recorded in the minutes were unanimous “aye” voice votes. Based on the roll call and attendance recorded in the minutes, the meeting had 12 voting commissioners present and one absence (Commissioner Linda Hayes); minutes record each contested item as passing by a unanimous voice vote.
The commission scheduled a Special Called meeting for June 7, 2021, and set the next regular session for June 21, 2021. The meeting adjourned at 7:45 p.m.
