WYDOT briefs Lincoln County on $403 million in FY2026 projects, timeline for final STIP

Pete Stinchcomb, district construction engineer for the Wyoming Department of Transportation (WYDOT), presented the FY2026 State Transportation Improvement Program to the Lincoln County commissioners after the meeting resumed at 1:00 p.m.
Stinchcomb gave a system overview for WYDOT District 3 (about 6,700 miles of roads, roughly 6,000 bridges and structures, 42,000 culverts, 800 miles of guardrail and 80,000 signs) and said FY2026 projects being let to contract total $403,291,258. He described WYDOTs funding split as about 30% state funds and 70% federal funds. Stinchcomb outlined the STIP development and approval process: public and stakeholder input in January-February, candidate-project evaluation in March-August, Transportation Commission consideration in September, and publication of the final STIP on Oct. 1.
Kemmerer Resident Engineer Jennifer Hoffman and Afton Resident Engineer Darrin Robinson reviewed county-specific projects, including WL32304 Kemmerer South Crossings (wildlife crossings and fencing along US 189) and culvert-cleaning work (P111014), and noted candidate projects scheduled from 2027 through 2031.
Stinchcomb emphasized public input opportunities and continued stakeholder engagement as the STIP moves toward finalization later this year.
