Bland County supervisors approve consent agenda, budget transfers, fiber agreement and other routine business

The Bland County Board of Supervisors approved the consent agenda, a range of FY22 and FY23 budget amendments and transfers, a regional fiber grant administration agreement, a TACS agreement, rescinded a road name, and several community appropriations during the Aug. 23 meeting; most votes were unanimous.
At its Aug. 23, 2022 regular meeting at the Bland County Courthouse, the Bland County Board of Supervisors approved a suite of routine but consequential items including payroll and vendor payments, school requisitions, budget transfers, and agreements related to tax consulting and regional broadband.
The board approved the consent agenda — which included minutes from July 26, payroll for 07-29-2022 ($110,657.62) and 08-16-2022 ($117,971.16), July bills ($91,124.93), August bills ($199,611.46), departmental reports and the Bland County School Board’s September requisition of $887,126.08 — on a roll-call vote. Stephen Kelley moved the consent agenda; Adam Kidd seconded.
Members approved a $47,500 appropriation to install overhead doors at the fairgrounds pavilion (motion by Keith Costello; seconded by Adam Kidd), and they adopted FY22 transfers and supplements totaling $283,662 (including $147,875 in supplemental appropriations) on a unanimous roll-call vote. The board also amended the FY23 budget to add $36,099 in revenue supplements, reallocating $30,000 to Tourism and $6,099 to the Library.
In personnel and governance actions, the board appointed Carla Pauley to the Wytheville Community College Board to finish an unexpired term ending June 30, 2026. The appointment passed with three yeas and one abstention; Supervisor Keith Costello abstained, citing his employment with Wytheville Community College.
The board adopted a Grant Administration Agreement for a regional fiber project and authorized the chair or county administrator to execute the agreement; they also adopted a resolution and agreement with Tax Authority Consulting Services, P.C. (TACS). The board rescinded the prior adoption of the road name Parsons Place Ln. under Bland County Ordinance Sec. 44.1 and adopted revised County Infectious Disease Policies and Plan.
Other actions included approving the fall county newsletter, adopting the 2022 holiday and meeting calendar amendments, waiving entertainment permit fees for the Mountain Top Holiness Church’s tent revival, and appropriating $250 from Supervisor Costello’s fund to the Bland County Festival of Leaves and $200 from Chairman Johnson’s fund to the Bland County Little League Football program. A motion to adjourn passed unanimously to close the meeting.
