The Bland County Board of Supervisors convened an executive session on Sept. 27 to discuss the annual evaluation of County Administrator Dr. Eric Workman and later unanimously certified that only the announced personnel matters were discussed.
Following the closed session, the board adopted the Certification of Executive Meeting under Virginia Code §2.2-3712, with a roll-call vote recorded by Chairman Randy Johnson's board: Costello — yea; Kelley — yea; Kidd — yea; Johnson — yea.
The board also approved a motion, moved by Supervisor Adam Kidd and seconded by Supervisor Stephen Kelley, to grant written consent permitting Dr. Workman to seek other employment on the condition that any subsequent employment would not begin until after the expiration of his existing employment agreement. The motion passed on a unanimous roll-call vote.
Why it matters: personnel decisions at the county-administration level can precede leadership transitions that affect ongoing projects and county operations. The board's action preserves Dr. Workman's ability to pursue other opportunities while maintaining the terms of his current contract.
What was not disclosed: the board did not disclose personnel details from the closed session beyond the statutory certification; no changes to compensation, termination, or replacement were announced at the meeting.
The meeting adjourned after the board completed the certification and personnel-related actions.
