Bland County sets 36.20% PPTRA rate, allocates $5,977 opioid settlement to local programs

The Bland County Board of Supervisors adopted a 2022 Personal Property Tax Relief Act (PPTRA) rate of 36.20% and accepted $5,977 from the first-year opioid settlement at its Aug. 23, 2022 meeting at the Bland County Courthouse.
Keith Costello moved to adopt the adjusted PPTRA rate — a reduction in projected revenue of $100,000 — and Adam Kidd seconded. The motion passed on a unanimous roll-call vote of the four supervisors present (Keith Costello, Randy Johnson, Stephen Kelley and Adam Kidd).
Separately, the board voted to accept opioid settlement funds and amend the FY23 budget to record $5,977 in additional revenue. The board allocated $5,000 of that amount to the Bland County rescue squad and $977 to the county DARE program. Stephen Kelley moved acceptance of the settlement funds and Keith Costello seconded; the motion passed unanimously.
Board members did not record extended debate on either item in the meeting minutes. The PPTRA rate establishes the county’s share of state-administered personal property tax relief for vehicle owners for calendar year 2022; the board’s adjustment reduced projected county revenue by the figure noted during the vote. The opioid settlement amount recorded at this meeting was the first-year distribution processed through county budget amendment procedures.
Both budget changes were enacted by formal motion and roll-call vote during the meeting; the board adjourned after completing its business.
