Bland County supervisors elect Adam Kidd chair, adopt procedures and reappoint multiple local board members

The Bland County Board of Supervisors elected Adam Kidd as board chairman and Stephen Kelley as vice-chair at its Jan. 3, 2023 organizational meeting at the Bland County Courthouse.
The meeting was called to order by Dr. Eric Workman, who is listed in the minutes as clerk of the board and was also noted as county administrator among those present. Stephen Kelley nominated Kidd for chairman; Randy Johnson seconded the motion, and the board approved it. Later, Johnson nominated Kelley for vice-chair; the motion, seconded by Keith Costello, passed.
The board unanimously adopted its 2023 Rules of Procedure after a motion by Randy Johnson that Stephen Kelley seconded. The supervisors also approved amended bank resolutions to add the signatures of Chair Adam Kidd and Vice-Chair Stephen Kelley and reaffirmed the county administrator and deputy county administrator as authorized agents; those measures passed on a roll-call vote recorded as unanimous (Costello, Johnson, Kelley and Kidd voting "yea").
The meeting handled multiple appointments and reappointments. The board re-appointed Linda Townley and John Martin to the Economic Development Authority for four-year terms expiring Dec. 31, 2026. It re-appointed Becky Bane, Keith Niday and Michael Shelton as alternates to the Local Board of Building Code of Appeals through Dec. 31, 2026, and re-appointed Molly Thompson to the Bland County Public Library Board of Trustees for a term through Dec. 31, 2026. The board re-appointed Kathy Havens to the Mount Rogers Mental Health Community Services Board for a term expiring Feb. 28, 2026. Several other appointments were tabled, including the Chief Local Elected Official Consortium, the County School Facilities Committee, the Planning Commission, the Ninth District Development Fund appointment and the Zoning Appeals Board.
On a motion by Keith Costello, seconded by Stephen Kelley, the board authorized the county attorney to file a petition to allow appointment of the Circuit Court Clerk and explicitly instructed that a special election would not be requested; that action was approved by roll-call vote.
The board moved into executive session to discuss County Administrator applicants under Virginia Code §2.2-3711(A)(1). The meeting recessed at 4:32 p.m. for the Service Authority meeting, returned to executive session at 4:48 p.m., then returned to regular session and adopted the executive-session certification required by Virginia Code §2.2-3712 with a unanimous roll-call vote. Chairman Kidd recessed the meeting until Jan. 13, 2023, at 4:45 p.m. at the Cooperative Extension Office.
