Bland County supervisors approve FY23 budget amendment, school requisition and administrative measures

The Bland County Board of Supervisors on Jan. 24 approved a set of budget and administrative measures including a targeted FY23 budget amendment, a major school requisition payment and several routine administrative actions.
The board voted unanimously to amend the FY23 budget with an additional $81,061 in revenues and expenditures. The amendment directs $50,000 to the county library, $24,232 to the Clerk of Circuit Court, $6,829 to Parks and Recreation and transfers funds within the IT budget to create a full‑time IT Technician position. The motion was made by Supervisor Stephen Kelley and seconded by Keith Costello and passed on a roll‑call vote with all members recorded as "yea."
Also included in earlier consent business, approved by roll call, was the Bland County School Board's February 2023 requisition for $887,126.08; the consent package covered multiple months of payroll and vendor payments and departmental reports. The consent motion was moved by Supervisor Stephen Kelley and seconded by Randy Johnson and passed unanimously.
The board adopted a mileage reimbursement rate of $0.655 per mile, effective Jan. 1, 2023, aligning county mileage reimbursement with the IRS rate; that measure passed unanimously on a motion by Keith Costello.
The supervisors authorized the county administrator to advertise a public hearing on a proposed amendment to Section 50‑76 of the Bland County ordinances (Eligibility Requirements for Exemption). The board also voted to waive permit fees for the county's blanket permit #1‑2023 in the amount of $30.60. Both motions passed unanimously.
Gordon Jones of Robinson, Farmer, Cox Associates presented the county's FY22 financial review and audit during the meeting; the transcript does not record a separate board vote on the audit presentation.
The board recessed to continue County Administrator interviews on Jan. 25 at 4:30 p.m. at the Cooperative Extension Office.
