Tazewell County CPMT adds Lighthouse Counseling as CSA provider, schedules OCS trainings and flags PSSF underspend risk

The Tazewell County Community Policy and Management Team on Jan. 29, 2026 voted unanimously to add Lighthouse Counseling to the county’s CSA (Comprehensive Services Act) provider roster and agreed to host two Office of Children’s Services (OCS) onsite trainings to support CSA operations.
At the start of new business the Family Assessment and Planning Team requested adding Lighthouse Counseling; Robin Jackson moved to approve the provider addition and Arlene Matney seconded. The motion passed unanimously. The packet noted Dr. Sykes is scheduled to give an in-person FAPT presentation on Feb. 9, 2026, and the CPMT reviewed Lighthouse’s rate sheet and service description included in the meeting materials.
Separately, the CSA Coordinator asked the CPMT to schedule OCS onsite training in 2026. Members unanimously agreed to request and schedule two offerings: Family Engagement for Case Workers/Managers and FAPT, and CQI & Strategic Planning CPMT training. The packet also listed additional OCS training options and a Tazewell County CSA training spreadsheet showing two of six OCS onsite trainings already completed by the county.
Meeting materials and discussion also flagged a potential risk with the PSSF balance. Members reported that an email had been sent to DSS FC, CPS and in‑home supervisors about remaining PSSF funds and that January expenditures showed a substantial increase since that notice. The materials state that if the PSSF money is not used by April 2026 it could be reallocated to another locality; the packet did not specify a dollar amount for the remaining PSSF balance and the acronym “PSSF” was used in the materials without a spelled‑out program name.
The CPMT additionally approved routine items including Dec. 15 minutes, the December FY2026 financial report and Safe & Stable funds for Dec. 31, 2025. The meeting adjourned at 11:45 a.m.; the next CPMT meeting is scheduled for March 23, 2026 at 10:00 a.m.
