Lunenburg County holds FY2023 budget public hearing; administrator flags $60,000 for emergency staffing and COLA increases

Lunenburg County Administrator Tracy M. Gee presented the proposed Fiscal Year 2022-23 budget at a public hearing held June 2 in the General District Courtroom in Lunenburg, Virginia. She told the Board of Supervisors that the Emergency Services functional budget had been increased by $60,000 to support additional staffing needs and that preliminary figures from the Compensation Board show a 5% cost-of-living adjustment for FY2022-23 and another projected 5% for FY2023-24.
Gee said county staff also are reviewing possible bonuses for the sheriff’s departments. She asked supervisors to provide the number of out-of-county meetings they attend each month so staff can estimate the cost of reinstating mileage reimbursements for supervisors; the mileage reimbursement is not included in the proposed budget and would increase spending if adopted. Gee added that approval of a siting agreement for Red Brick Solar, LLC would be an additional budget increase if it proceeds.
The board moved through routine procedure at the start and end of the hearing. Supervisor Frank Bacon moved to enter the public hearing, Supervisor Alvester Edmonds seconded and the motion carried unanimously. After the budget presentation, Bacon again moved to exit the public hearing, Edmonds seconded and the motion passed unanimously. The meeting adjourned on a motion from Supervisor Bacon, seconded by Supervisor Edward Pennington, also approved unanimously.
During a brief procedural exchange, Supervisor T. Wayne Hoover asked whether board members could attend meetings remotely. Administrator Gee said the county’s policy allows up to two meetings to be attended virtually.
No formal vote on the budget as a whole was recorded in the hearing minutes; the session was recorded as a public hearing and informational presentation. Administrator Gee’s request for supervisors to supply their out-of-county meeting counts is intended to inform whether mileage reimbursement can be costed into a future budget amendment or addendum.
The clerk’s minutes list the supervisors present as Frank Bacon, Edward Pennington, Alvester Edmonds, Mike Hankins, Charles R. Slayton, Robert Zava and T. Wayne Hoover, with Tracy M. Gee as county administrator and Nicole Clark as deputy administrator.
