Lunenburg supervisors approve $24.1 million update to FY2022 school budget and grant salon CUP

On May 12, 2022, the Lunenburg County Board of Supervisors voted unanimously to update the Lunenburg County School Division’s FY2022 budget to $24,123,727 and to grant a Conditional Use Permit for a personal service business in Victoria.
School Finance Director and Assistant Superintendent James Abernathy told the Board the increases stem from previously awarded CARES funds, a portion of a newly awarded ESSER III set-aside Unfinished Learning Grant and other grants not available during the FY2022 budget process. "The increases result in a total updated school budget for FY2022 of $24,123,727," Abernathy said. He said the additional funds will be used primarily for new HVAC systems and summer school expenses. Because the increase exceeds 1% of the county budget, the Board held a public hearing before appropriating the funds.
During the same public hearing the Board considered Conditional Use Permit application CUP 1-22 for Alesha Whitehead to operate a beauty salon on tax parcel 034-0A-040A (1176 K-V Road, Victoria) in an A-1 agricultural zone. Director of Planning Taylor Newton presented the Planning Commission’s report and recommended conditions. Applicant Alesha Whitehead requested the Board’s support and nearby resident Patricia Harper-Tunley spoke in favor. The Board approved the CUP with the Planning Commission’s conditions.
Both the school supplemental appropriation and the CUP passed on 7-0 votes. Supervisor Mike Hankins moved to increase the school revenue and appropriate the revised funds; Supervisor Frank Bacon seconded. Supervisor Edward Pennington moved to approve the Conditional Use Permit; Supervisor T. Wayne Hoover seconded.
At the meeting Abernathy also provided the monthly school report: the district is postponing new textbook adoption until new literature requirements are available in August or September, and he reported a verified Average Daily Membership of 1,509.5 and a projected ADM of about 1,520 for the next school year. He estimated roughly 122 students are being home-schooled, including about 20 unenrollments for religious reasons.
The Board took the actions during its regular meeting in the General District Courtroom; both items were approved unanimously and recorded by County Administrator Tracy M. Gee.
