Lunenburg supervisors approve consent agenda, grants, budgets and administrative measures

At its Aug. 11 meeting, the Lunenburg County Board of Supervisors approved the consent agenda and several administrative and financial items including FY2021‑22 carryover transfers for emergency services, DCJS SRO grants, an escrow fund for solar CUP third‑party costs, surplus property transfers, a fireworks permit, and authorized a letter supporting 24‑hour Med‑Flight service.
The Lunenburg County Board of Supervisors on Aug. 11 approved a slate of routine and administrative measures including budget transfers, grant appropriations and policy direction for handling solar project third‑party costs.
The Board accepted the consent agenda, which included July 14, 2022 meeting minutes, Treasurer’s May 2022 reports and warrants and payroll items; the July 2022 total reflected on the agenda was $1,710,589.18. The Board also approved transferring FY2021‑22 carryover funds to FY2022‑23 for Emergency Services: Victoria Fire & Rescue $203,607.39; Kenbridge Fire $192.42; and Radio System (Meridian) $84,500.02.
Administrator Tracy M. Gee requested creation of an escrow fund to cover third‑party expenses incurred during conditional‑use permitting for solar projects (from application through completion); the Board unanimously approved establishing the fund to ensure costs such as peer reviews or consultant fees can be paid by applicants when appropriate.
The Board voted to increase the budget and appropriate several DCJS grants: $1,968 for the Sheriff’s Office LLE Block Grant, $64,833 continuation grant for a Kenbridge Elementary School Resource Officer, and a $64,833 new SRO grant for Lunenburg Middle School placement.
Administrator Gee presented Social Services items to be declared surplus and transferred to county departments and partner offices (including desks, file cabinets and a 2003 Ford Crown Victoria VIN#5018 assigned to the Lunenburg County School Board); the Board approved the surplus declarations and transfers.
The Board also approved a fireworks permit for a private wedding at Waverly Estate on Aug. 27, with the condition that local EMS services required by the permit insurer be compensated for their time and equipment. Supervisor T. Wayne Hoover shared and the Board authorized a letter supporting reinstatement of 24‑hour Med‑Flight service in response to a Goochland County Fire‑Rescue chief’s request.
Other administrative actions included asking the Circuit Court Clerk to certify the electronic recordings of Board meetings as the official County record while retaining paper records, and the Board’s approval to create and present a Retirement Resolution to Richard “Dicky” Harris Sr. at the September meeting. All motions recorded in the minutes passed unanimously among the supervisors present.
