Dominion Energy outlines two transmission solutions, says eminent domain could be used

LUNENBURG, Va. — A Dominion Energy representative on July 14 outlined two options for a proposed transmission line and substation that would traverse parts of Brunswick, Lunenburg and Mecklenburg counties and described permitting and right‑of‑way needs.
Roxana Demeter, representing Dominion Energy, described an "Eastern Solution" that would expand the existing Heritage Substation in Brunswick County and add roughly 25 miles of new transmission line, partially co‑located with an existing 115 kV right of way. She described a "Northern Solution" that would construct a new Unity Substation along Dominion’s existing 500 kV line in Lunenburg County and require about 10 miles of new right of way. Demeter said new rights of way would be about 120 feet wide and outlined two potential route options of approximately 12.3 and 11.0 miles for segments discussed in Lunenburg County.
Demeter told the board a community meeting had been held in Lunenburg County on June 7 and another meeting was scheduled for July 20. When County Attorney Frank Rennie asked whether Dominion would employ eminent domain to construct new transmission line and whether landowners would be compensated for right‑of‑way use, Demeter affirmed both.
