Lunenburg County Board authorizes radio tower licenses, carries health funds and accepts $40,868 for Commonwealth’s Attorney

The Lunenburg County Board of Supervisors met Sept. 8, 2022, in the General District Courtroom and unanimously approved a package of routine and project-related measures, including authorizing license arrangement agreements for towers related to a new county-wide emergency radio system.
County Attorney Frank Rennie told the board that negotiations to place emergency-services equipment on cell towers had progressed and that the Virginia Resources Authority requested a resolution authorizing execution of the necessary license arrangements. Rennie said the agreements include lease payments of $800 per month for equipment space on two towers; two other towers would not require lease payments. The resolution specifically starts with towers owned by American Tower LLC and one owned by Crown Castle Real Estate Investment Trust. Supervisor Edward Pennington moved the resolution; Supervisor Frank Bacon seconded, and the board approved it unanimously.
The board also voted to carry forward a FY2021-22 balance of $9,167.86 for the Lunenburg County Health Department and apply that amount to the FY2022-23 budget commitment, leaving a remaining local amount due of $90,237.14, according to an email from Joshua Worrell of the Piedmont Health District. Supervisor Frank Bacon moved the carryforward; Supervisor Alvester Edmonds seconded, and the vote was unanimous.
Administrator Tracy M. Gee reported the Compensation Board had budgeted $40,868 for temporary personnel in the Commonwealth’s Attorney office; the board voted to accept and appropriate those funds. Supervisor Edward Pennington moved the appropriation; Supervisor Bacon seconded, and the motion carried unanimously.
The board approved the consent agenda, which included the Aug. 11, 2022 meeting minutes, the Treasurer’s June 2022 (first draft) reports and listed warrants; the consent motion was made by Supervisor Mike Hankins, seconded by Supervisor Frank Bacon and approved unanimously.
County Attorney Rennie also briefed the board on pending litigation: Friends of the Meherrin filed suit challenging county approval of the Red Brick Solar project; county and insurer counsel have filed a motion to dismiss, which Rennie said he expects the court to grant soon.
