Mackinac County commissioners approve plow truck purchase, adopt Brownfield bylaws and authorize road-match agreements

MACKINAC COUNTY — The Mackinac County Board of Commissioners on Nov. 13 unanimously approved a series of administrative and procurement actions, including awarding a county plow truck contract, adopting Brownfield Authority bylaws and authorizing road-match agreements with local units.
Chair Mike Patrick opened the meeting at 4:30 p.m. in the Annex Boardroom in St. Ignace. After roll call confirmed Commissioners Austin Kimberling, John Kling, Daryl Schroeder and Judy St. Louis-Scott were present, the board approved the agenda and prior meeting minutes.
Treasurer Tina Massey requested authorization to open a new bank account at First National Bank to manage proceeds and collections for the Big Manistique Lakes Dam Special Assessment Roll. Commissioner Austin Kimberling moved to authorize the account; Commissioner Daryl Schroeder seconded. The motion passed on a roll-call vote with all five commissioners voting yes.
Under unfinished business the board reviewed final Road Match agreements. Commissioner Judy St. Louis-Scott, speaking on behalf of Mackinac Island, asked that the island receive additional funding on top of the agreed $10,000 match; other commissioners said extra payments would be unfair to other local units. The board authorized Chair Patrick to sign the agreements.
The board reviewed and adopted a final draft of the Brownfield Authority bylaws. Commissioner Kimberling moved and Commissioner Schroeder seconded a motion to approve and authorize Chair Patrick to sign the bylaws; the motion carried unanimously.
Clerk Hillary Vowell presented four bids for a new county plow truck; several bids did not meet specifications. Commissioner John Kling moved and Commissioner Austin Kimberling seconded to accept the bid from Sara Jones Ford of St. Ignace for $46,962 and to add a V-plow for $8,150. The contract award was approved on a unanimous roll-call vote.
The board reviewed elected and non-elected salary resolutions and agreed to retain 2025 levels until the final 2026 budget is adopted; both resolutions were approved as presented with a plan to revisit salaries after the budget is finalized.
Financial business included approval of the regular bills totaling $364,438.88 and additional bills totaling $105,228.33. The board also approved budget amendments #2025-37, #2025-38 and #2025-39. All votes recorded in the transcript were unanimous (YES: Kimberling, Kling, Patrick, Schroeder, St. Louis-Scott).
The board adjourned at 5:52 p.m. The next regular meeting is scheduled for Monday, Dec. 8 at noon, with a second December meeting set for Monday, Dec. 22 at noon.
