Fulton County commissioners hire two per‑diem workers and a full‑time Prothonotary deputy; one commissioner abstains

The Fulton County Board of Commissioners voted Nov. 18 to hire two per‑diem employees to be deployed across county departments as needed and to add a full‑time Office Deputy I to the Prothonotary's Office.

Commissioner Hervey P. Hann moved to hire Stephanie Seibert and Nya Minnier as per‑diem employees, describing the arrangement as a way “to have help when needed instead of hiring individuals to be employed everyday, even when they are not needed.” Hann read a letter saying, “We are moving to hire two Per Diem employees which will allow us to have help when needed instead of hiring individuals to be employed everyday, even when they are not needed. Myself, Commissioner Wible and HR Administrator Mary Huston interviewed for these positions and believe that someone is not hired because of who they are. We also believe that we do not, not, hire a person who is an excellent candidate because of who they are.”

The motion to hire the two per‑diem employees carried; Commissioner Randy H. Bunch abstained from that vote, citing a conflict of interest. Commissioner Steven L. Wible moved to hire Joanie Faith as a full‑time Office Deputy I in the Prothonotary's Office, effective Dec. 1, 2025; that motion was approved unanimously.

HR Administrator Mary Huston and the commissioners also held a brief Salary Board meeting to set hourly rates for the new hires; separate Salary Board minutes are on file.

The board did not take additional public action at the meeting on the substance of Commissioner Hann’s assertion that prior hiring decisions were affected by applicants’ identities. No response or investigation was recorded in the meeting minutes. The matter was recorded as part of the personnel items in the Nov. 18 agenda and votes.

Next steps: the per‑diem hires are effective pending required clearances; the full‑time Prothonotary deputy’s start date was set for Dec. 1, 2025.
