Fulton County commissioners adopt bylaws, reappoint officials and approve $229,387 in payables

The Fulton County Board of Commissioners on Jan. 6 adopted its 2026 bylaws, reappointed multiple county officers and advisory-board members, and approved $229,387.17 in accounts payable and $122,828.46 in payroll during its annual reorganizational meeting.
Commissioner Randy H. Bunch, chairman of the Fulton County Board of Commissioners, called the meeting to order. Commissioner Steven L. Wible moved to approve the Dec. 30, 2025 Commissioners' meeting minutes and the Dec. 30, 2025 Salary Board minutes; both motions passed unanimously. Commissioner Hervey P. Hann moved to approve accounts payable dated Jan. 6, 2026, totaling $229,387.17, with a fund-level breakdown that included $53,157.03 from the General Fund and $75,662.44 from Capital Projects. The board also approved payroll totaling $122,828.46; both motions carried "all in favor."
Interim County Treasurer Amy Bishop and Fiscal Administrator Sue Reed met with the commissioners to provide updates on the Treasurer's Office. The board voted to adopt the 2026 Board of Commissioners bylaws pursuant to the County Code and the Act of Aug. 9, 1955 (16 Purdon, Sections 503 and 509, as amended). Commissioner Wible moved to reappoint Eric Weisbrod (term to Jan. 1, 2029), Paul Johnston (term to Jan. 6, 2030) and Greg Henry (term to Jan. 5, 2031) to the Bedford Fulton Joint Recreation Authority to stagger terms; that motion passed unanimously.
Commissioner Hann moved to make a series of 2026 reappointments, which the board approved, naming Solicitor Jim Stein (& DSS Law), Chief Clerk Stacey M. Shives, Tax Claim Bureau Director Amy Bishop, Chief Assessor Melissa Gordon, Sealer of Weights & Measures (Pennsylvania Department of Agriculture), Director of Veterans' Affairs Richard Newman, and County Engineers Keller Engineers and CES Engineering. Commissioner Wible also moved to reappoint Amy Bishop as interim county treasurer for 2026; the motion carried unanimously.
The commissioners designated committee and board assignments for 2026, confirming representation on local and regional bodies including the Permanent Salary Board, the County Treasurer Retirement Board, assessment appeals and records committees, the Southern Alleghenies Planning & Development Commission and several advisory boards for aging, drug and alcohol services, and mental health-intellectual disabilities. The board approved an RBA invoice for $7,957.31 and appointed Michael Beatty as chairman of the Farmland Agricultural Land Preservation Board for 2026. The commissioners held separate reorganizational meetings for the Salary and Retirement Boards at 9:00 a.m.; the public session adjourned at 10:37 a.m.
