Fulton County commissioners approve 2026 pay scale, health opt-out payment, hires and vendor invoices

Fulton County commissioners unanimously approved a slate of routine county business on Jan. 13, 2026, including the county’s 2026 pay scale, a new health-insurance opt-out payment, the hiring of an Enforcement Officer I and payment of multiple vendor invoices.
Commissioner Randy H. Bunch called the meeting to order. Commissioner Hervey P. Hann moved to approve accounts payable dated Jan. 13, 2026 totaling $135,622.38; the board recorded the fund breakdown as follows: Fund 100 (General Fund) $66,644.09; Fund 227 (SFC Technology Grant) $92.22; Fund 238 (911) $3,874.57; Fund 256 (Domestic Relations) $291.06; Fund 300 (Capital Projects) $64,720.44. The motion carried with all commissioners in favor.
The board approved the county’s 2026 pay scale as presented by HR Administrator Mary Huston. Commissioners also approved a revision to the Health Insurance Waiver in the HR manual (Section 212 "Employee Benefits") to state: "Opt-out of health insurance: Effective January 1, 2026, any eligible employee waiving health insurance coverage will receive a monetary payment that is pro-rated according to what is waived for that year. The maximum amount paid in a calendar year will be $1,020 ($85/month). The waiting period will be excluded when calculating payment. This opt-out will be paid with the final payroll in December or upon your resignation. You must leave in good standing in order to receive this payment." The board approved the language by motion of Commissioner Hann.
Domestic Relations Director Tina Gress requested approval to fill a vacant Enforcement Officer I position. Commissioner Randy H. Bunch moved to hire Angie Horton for the union position effective Jan. 26, 2026; the Salary Board set Horton's salary per the collective bargaining agreement in a brief separate meeting. The hiring motion passed unanimously.
The commissioners approved several invoices and vendor actions: the CCAP PCoRP second installment invoice for $45,442.00; a SAP&DC invoice for local county/transportation support for $8,598.00; and a renewal quote for ASPIRE two-factor authentication as submitted by Rick Grissinger, Elect IT. The board also approved an Application for Burial Expenses for Floyd G. McGinnis (U.S. Air Force, 1964–1968), to be paid to surviving spouse Janet McGinnis.
Commissioner Bunch moved to accept Ronald Richards as the real estate agent for the county-owned property at 119 N. 2nd Street, McConnellsburg, with a commission quote of 3% of total sales; the motion was approved. The meeting included several executive sessions for personnel and legal matters; the board adjourned at 11:33 a.m.
