Western Grant Ambulance District approves bylaws draft, notes there will be no 2026 budget

The Western Grant Ambulance District approved a revised draft of its bylaws and carried several routine motions at a special meeting Sept. 9 in New Leipzig.
President Keith Payne called the meeting to order at 6:00 p.m. MDT. Secretary/Treasurer Julie Levorsen reported a checking account balance of $5,000.00 and presented bills, including a $83.76 invoice from GS Publishing LLC for meeting notices; Board member Brian Richardson moved to approve the treasurer's report and pay the bills, Dennis Rivinius seconded, and the motion carried.
The board reviewed a revised bylaws draft. The board approved the draft with the exception that appendices defining the service area and the taxation area were left for future clarification. The motion to approve the bylaws was made by Brian Richardson, seconded by Dennis Rivinius, and carried.
Board members also recorded that, because the district formation occurred in April 2025 and the assessment date was Feb. 1, the Western Grant Ambulance District was not included on the 2026 taxation roll; as a result, there will be no 2026 budget presented at the budget hearing. The mill levy and annexation procedures were discussed during the meeting, but no formal levy or annexation action was adopted at this session.
During public comment, Senator Donald Schaible provided a report on the Emergency Response Services Committee on which he serves. Members of the Carson Quick Response Unit (Carson QRU) expressed concerns about annexation and its potential implications for emergency response. The board scheduled its next special meeting for Oct. 14, 2025 at 6:00 p.m. MDT at the New Leipzig Ambulance meeting room, 18 First St SE. Dennis Rivinius moved and Brian Richardson seconded a motion to adjourn, which carried.
