Morton County Commission approves personnel change, appoints emergency manager and signs off on expenditures

At its Oct. 24 meeting in Mandan, the Morton County Commission unanimously approved routine business including minutes, payroll and bills; added an administrative assistant in the Tax Director’s office; appointed Patrick Martin as emergency manager; and recorded $639,421.27 in expenditures.
Chairman Nathan Boehm called the Morton County Commission to order at 5:30 p.m. on Oct. 24, 2023, at the Morton County Courthouse in Mandan.
The commission unanimously approved routine business items, including the meeting agenda as amended, the Oct. 12, 2023 regular meeting minutes, and bills and payroll for the current period. Commissioner Morrell moved to approve the agenda and other routine items; Commissioner Leingang and Commissioner Buckley seconded the various motions. All motions were recorded as passing with "All voting aye."
The commission approved a personnel change for the Tax Director’s office, voting to add an administrative assistant position. Commissioner Morrell moved the measure; Commissioner Buckley seconded, and the motion carried unanimously.
The board also appointed Patrick Martin as Morton County Emergency Manager. Commissioner Morrell moved the appointment and Commissioner Leingang seconded; the appointment was approved by unanimous vote.
County finances were reported: total county funds expended from Oct. 13 through Oct. 24, 2023, were listed as $639,421.27. The Auditor stated a detailed list of funds expended by check is available for public inspection during regular business hours at the Morton County Auditor’s Office.
The commission moved to cancel certain Auditor warrants and remit those funds to the North Dakota Unclaimed Property Division; that motion passed on a unanimous vote. The meeting was adjourned at 6:00 p.m.
