Morton County commissioners approve routine business, back New Salem project and permit Little Free Library on county grounds

Mandan — The Morton County Commission on Nov. 28 approved a slate of routine business, including tax-credit abatements, travel for a county recorder, and an NDDOT maintenance certification, and authorized support for a City of New Salem infrastructure project.
Chairman Nathan Boehm called the regular meeting to order at 5:30 p.m. Commissioners Zachmeier, Leingang and Morrell and County Auditor Dawn R. Rhone were present; Commissioner Buckley was absent. The commission approved the agenda and minutes of the Nov. 9 meeting.
The commission approved bills and payroll but excused a specific charge from the PRC/Extension program. Separately, commissioners voted to deny an infant massage bill submitted under PRC/Extension because the program intends to use other funding sources for that expense. The transcript records motions and a unanimous "all voting aye" outcome; a roll-call tally was not included in the record.
Commissioners voted to allow the Falling Stars 4‑H club to place a Little Free Library and a small emergency food pantry on county grounds at a county-approved site, subject to location approval by the county auditor, sheriff and courthouse maintenance staff. The commission also approved a letter of support authorizing Chairman Boehm to sign on behalf of the county for the City of New Salem’s sanitary sewer, water distribution and streets project.
Other actions included approval of homestead credit abatements #6283–6284 and veteran credit abatements #6285–6286; authorization for Recorder Seefeldt to travel to the PRIA National Winter Symposium in Charleston, S.C., March 4–8, 2024; execution of the NDDOT maintenance certification; and adoption of the dates for the 2024 commission meetings as presented.
County staff reported that total county funds expended from Oct. 13 through Oct. 24, 2023 equaled $2,419,008.85, and the commission noted that a detailed check register is available for public inspection at the Morton County Auditor’s Office during regular business hours.
