Morton County Commission approves multiple plats, leases, travel and budget amendments

The Morton County Commission on March 14 approved a slate of routine and land‑use items, including multiple final plats and zoning map amendments, two pit leases, two out‑of‑state travel requests and 2023 budget amendments. The commission convened at 5:30 p.m. at the Morton County Courthouse in Mandan under Chair Nathan Boehm.
Commissioners voted unanimously to approve the meeting agenda and minutes from Feb. 27, 2024 (regular and joint meeting with Burleigh County), and to authorize payment of bills and payroll. The roll call approving bills and payroll recorded Commissioners Leingang, Morrell, Zachmeier, Buckley and Chair Boehm voting aye.
On land use, the commission approved the final plat of Bechhold Subdivision and zoning map amendments (Agricultural to Limited Industrial on Lot 1 Block 1; Agricultural to Estate on Lot 2 Block 1), finding it conforms to Article 7 of the Morton County Land Use Code and the 2045 Comprehensive Plan. The commission also approved the Harmon Village 23rd Subdivision (agricultural to residential), and short‑form plats for Tree Row, Micals, Rebenitsch, Olsen and the Entzels Acres 11th Replat, each the commission found consistent with Article 7 and the county’s 2045 Comprehensive Plan.
The commission approved two pit leases: a gravel pit lease with KG3 Land Management LLP at $2.50 per yard (NW ¼ Section 1, Township 137, Range 85) and a three‑year scoria pit lease with Kevin Schantz at $3.60 per yard in Section 23, Township 138, Range 89, with the scoria rate increasing by $0.10 annually as specified in the motion.
Travel requests approved included out‑of‑state travel for Treasurer Hatzenbuhler to attend the NACCTF conference in Tampa, Florida, July 7–11, 2024, and travel for Lori Dirk to attend the North Central Regional Association of Assessing Officers in Kearney, Nebraska, Aug. 19–22, 2024.
A variance to construct a garage addition at 8660 Willow Road was approved with conditions: any drain field associated with a floor drain cannot be located within a building setback; applicants must separately apply for a floodplain development permit; and applicants must provide materials requested by the Floodplain Administrator when applying for that permit.
The commission authorized Chair Boehm to sign a letter of support for North Dakota Department of Transportation Highway 1806 bridge projects and approved 2023 budget amendments as presented. The audit noted that county funds expended from Feb. 28 through March 14 total $18,151,441.35; a detailed list of checks is available at the Morton County Auditor’s Office for public inspection during regular business hours.
