Sumter County Council approves $3.5M bond sale, extends administrator contract; hears first readings on rezoning and property sale

Sumter County Council on June 13 adopted an ordinance authorizing up to $3.5 million in general obligation bonds, extended the county administrator’s employment contract, and advanced two first-reading items: a rezoning request for Oswego Highway parcels and a proposed sale of county-owned property at 14 Law Range.
The bond ordinance (Ordinance #23-988) authorizes issuance and sale of general obligation bonds, series 2023, in a principal amount not exceeding $3,500,000. County Administrator Gary Mixon told Council there were no changes since second reading; the ordinance was adopted at third reading by unanimous vote (motion by Councilman Artie Baker; second by Vice Chairman James R. Byrd Jr.).
During reports, Chairman James T. McCain reported an earlier executive-session discussion about the County Administrator’s employment contract; Council subsequently voted in open session to extend Gary Mixon’s contract four years beginning July 1, 2023 (motion by Councilman Artie Baker, second by Councilman Charles T. Edens), with unanimous approval.
On first reading items, Planning Director Helen Roodman presented RZ-23-11, a request to rezone roughly 9.97 acres at 1449 and 1485 Oswego Highway from Agricultural Conservation to General Commercial; the Planning Commission recommended approval and Council granted first reading (mover Vice Chairman Byrd; seconder Councilmember McGhaney). County Attorney Johnathan Bryan presented Ordinance #23-989 to authorize sale of the county parcel at 14 Law Range to Erick Hodge for $101,000; Council granted first reading approval (motion by Councilman Artie Baker, second by Vice Chairman Byrd). The ordinance for the Law Range property states proceeds will go to the Sumter County Infrastructure Fund.
What’s next: The bond ordinance is adopted and funds may be issued under the terms of the ordinance; the rezoning and property-sale ordinances will return for subsequent readings before final approval.
