Sumter County Council approves rezoning for two Oswego Highway parcels

Sumter County Council unanimously approved second reading of RZ-23-11 on June 27, 2023, rezoning roughly 9.97 acres spanning tax map parcels 270-00-02-064 and 270-00-02-065 at 1449 and 1485 Oswego Highway from Agricultural Conservation (AC) to General Commercial (GC).
Planning Director Helen Roodman presented the request for second reading and public hearing, explaining that AC zoning is intended to preserve rural agricultural character while GC accommodates a broad range of commercial uses. Agent Stephanie Tisdale and Al Davis spoke for the applicants, Youth Academy, Inc., saying the owners sought commercial zoning to make the parcels saleable to potential businesses; no buyer was identified at the hearing.
Roodman emphasized that rezoning approval does not bypass other required reviews: any commercial development would still need site plan review, permitting, stormwater approval, water and septic approvals as applicable.
Council took action on the request during the meeting’s old-business section; the motion to approve second reading carried unanimously.
The rezoning moves the parcels into a zoning category allowing a broader set of commercial activities but does not approve any specific development proposal.
