Sumter County Council unanimously granted second reading to ordinance amendment OA-22-12 on Tuesday, a change that replaces references to the older Standard Industrial Classification (SIC) codes in the county zoning ordinance with North American Industry Classification System (NAICS) codes.
Planning Director Helen Roodman told council the update aligns the county’s zoning code with the South Carolina Business License Tax Standardization Act (Act 176, 2020), which categorizes businesses by NAICS for local business-license tax purposes. The amendment would update SIC references across multiple articles, merge exhibit tables for use requirements, remove unused zoning designations (such as AC-10, MUI and CBD in unincorporated Sumter County), and make clarifying, non‑substantive organizational edits.
Roodman said the Sumter City/County Business License Tax Department already uses NAICS and that the change will improve consistency and ease of use for staff and regulated businesses. The Planning Commission recommended approval. No members of the public spoke during the ordinance’s public hearing.
On a motion by Councilman Artie Baker, seconded by Councilman Eugene R. Baten, council granted second reading unanimously. The amendment will proceed through the remaining ordinance-reading process.
